No Busking Here Mate

Most mornings I witnessed the beach cleaners and bin people in action. A sadly neccessary job that should not have to be done at all if we all tidied up when we visited the beach. It struck me how cheerful most of these beach cleaners and bin people were and we would often have brief chats as they went about their tasks.
One morning a bloke in a yellow hi-viz vest walked up to me. At first I thought he was one of the bin men and I greeted him with a cherry "Morning". His response was "No busking here mate". At first I thought that it was a joke but his stern appeance signalled otherwise. I said "I know - I'm not busking. I have no collection case, there is no-one about, I'm just practising". He continued "If you want to busk you need a licence"..... "I'm not busking, I am practising".
It was obvious that we were not seeing eye-to-eye so I asked him if he had a pen. "What for?" he said suspiciously. "I will write it down for you - I am NOT busking. I am practising." He turned and walked away. His parting words were "I've warned you - busking is not allowed down here". And off he went probably to arrest a paddle-boarder for having fun in a no-fun area
